چکیده

A WWF/Oxfam discussion paper-Alex Evans Purpose This discussion paper is intended to contribute to the evolving debate on the links between resource scarcity and international development, in particular by focusing on the issues of equity and " fair shares " for poor people and poor countries that arise in the context of resource limits and environmental boundaries. It provides a short overview of some of the main issues, together with ten tentative policy recommendations and areas for future work. The views in this paper are those of the author and do not necessarily represent any opinion or policy of either WWF or Oxfam. Comments on the paper can be sent to Dominic White, Acknowledgements The author would like to express his thanks to the following people for conversations which helped shape this paper and/or comments on earlier drafts:

Exponential Scarcity: Metric for Fair Resource Distribution

Abstract – In online multimedia systems resources (e.g. network capacity) are to be evenly distributed among clients. These clients, however, usually have different QoS needs, and thus their actual capacity demands may vary considerably. In such context even distribution is not possible, but fair distribution, based on subjective client satisfaction must be achived instead. In this paper a new ...

A Supply - Scarcity and Strategic Decision-Making Angle: High Performance Work Practices in Small Firms

High performance work practices (HPWPs) are human resource management practices aimed at stimulating employee and organisational performance. The application of HPWPs is not widespread in small organisations. We examine whether the implementation of coherent bundles of HPWPs (aimed at employee ability, employee motivation or at the opportunity to perform) depends on the scarcity of resources, a...

Hierarchical Fair Queuing

In this paper, we present a new queueing algorithm for networks, called Hierarchical Fair Queueing (HFQ). This shares the bandwidth between classes of users, and (within each class) between subclasses. HFQ provides a guaranteed share of bandwidth to each class, but bandwidth is not wasted when a class is inactive. Unlike the Link Sharing scheme of Floyd-Jacobsen, HFQ is provably fair, in that t...

Solaris System Resource Manager: All I Ever Wanted Was My Unfair Advantage (And Why You Can't Have It!)

Traditional UNIX time-share schedulers attempt to be fair to all users by employing a round-robin style algorithm for allocating CPU time. Unfortunately, a loophole exists whereby the scheduler can be biased in favor of a greedy user running many short CPUtime processes. This loophole is not a defect but an intrinsic property of the round-robin scheduler that ensures responsiveness to the short...
